The short answer
Make two ticket types: A seat, and A seat for two that admits two and counts two against the cap, for the couples who always book together. Cap the event at the number of chairs. A cap per order stops one person booking half the table.
Add required checkout questions for dietary needs and allergies, and an optional one for the occasion. The answers are against each order and in the attendee export, so the menu is planned from one list a week out rather than a scroll back through messages.
For an invitation-only night, make the event private and give it a password: the page is not on your profile and nobody books without the word. If the night moves, change the date and tell everyone with a ticket in one message; anyone who cannot make the new date can ask for a refund from their ticket, and the seat goes to the waitlist.

One Ticket for a recurring room
Everything below follows from one decision: a series is one object, not a list of dates.
