The short answer
Say it on the event page: "Cancelled by 5:30am if raining; full refund." Then the decision is not a negotiation. On the morning, cancel the session from the event: everyone with a ticket is refunded, booking fee included, and the message goes to them at the same time.
If you can move rather than cancel, change the location or the time on the event and message everyone. The tickets stay valid and the door scans them at the new place.
On a series, cancelling one Sunday leaves the rest untouched. A subscriber keeps their place in every other session, and the report the next morning shows the week as cancelled rather than as forty no-shows.

One Ticket for a recurring room
Everything below follows from one decision: a series is one object, not a list of dates.
